The payslip notification will only go to employees who have their payslip delivery method set to 'Online'. To enable this for them please refer to our article on changing an employee's payslip delivery method.
To enable the payslip notification:
Go to Setup and click Settings.
Select System Settings and select Global.
Search for Payslip Notification and click it.
Change the Boolean field to True.
Click Save.
