The error 'Criteria not set' will be displayed if you are trying to start an assessment for an applicant without having selected an assessment form in the vacancy's Settings page.
To resolve this:
Go to Recruitment and click Vacancies.
Search for the vacancy and click it.
Click Settings, then scroll down to Supporting Documents Assessment.
Enable this by clicking the Off toggle and setting it to On.
Select an option from the Assessment Form dropdown and click Save.
Criteria on the form
While it's important for the form to be selected on the vacancy, you will also need to make sure the criteria is set on the form itself.
To do this:
Go to Recruitment and click Assessment Criteria.
Locate the assessment form and click it.
Make sure the Essential/Desirable as well as the Assessment Criteria Name fields are not left blank.
Click Save.
